Victoria's Work and Development Permit (WDP) is a non-financial option that can allow an eligible person to reduce certain fine debt through approved activities. Psychological treatment may be included when it is clinically appropriate and the WDP has been arranged through an approved sponsor.

What the Victoria Work and Development Permit is
A Victorian WDP can reduce eligible fine debt through participation in approved unpaid work, treatment, counselling, education, life-skills work, drug and alcohol treatment or youth mentoring. It is intended for people experiencing specified vulnerability or disadvantage.
Fines Victoria administers the scheme, but a participant needs an approved sponsor. The sponsor helps establish eligibility, submits the permit, supervises or coordinates activity and reports participation. The official authority remains the final source for debt coverage and status.
Who may qualify
A person may be considered when one or more of the following pathways applies. This is orientation only; the authority and approved sponsor/provider decide eligibility.

How psychology may fit
Psychological treatment can be an approved WDP activity. The treatment must be clinically appropriate, delivered within the psychologist's scope and connected to an approved permit. The psychologist and sponsor must agree how attendance or participation will be reported, with the client's consent. A treatment relationship should never be created solely to generate fine credit.
Program credit reduces eligible fine debt. It does not pay the psychology fee. Fees, cancellation terms and any available Medicare or private-health rebates are discussed separately and should link to Meyer Institute's canonical Fees and Rebates page.
Important limits
Some matters are excluded or require urgent specialist advice, including certain court fines and advanced enforcement stages such as an active 7-day notice, arrest or vehicle-seizure action. A WDP does not automatically remove driver-licence restrictions. Contact Fines Victoria or a community legal service for a case-specific debt check.
How to get started
1. Check that the debt and enforcement stage can be considered under the Victorian WDP.
2. Connect with an approved sponsor and provide the evidence the sponsor needs to assess the pathway.
3. Have the sponsor submit and obtain approval for the permit before activity begins to count.
4. Attend the approved treatment or other activity and keep the sponsor informed for monthly reporting.

FAQs
Can psychology appointments reduce Victorian fine debt?
They may when psychological treatment is clinically appropriate, included in an approved WDP and correctly reported by the approved sponsor. Approval is not automatic.
Can a WDP be backdated?
No credit should be expected for activity completed before approval. Arrange the permit first.
Will a WDP lift a licence restriction?
Do not assume so. Driving restrictions and fine-debt arrangements are separate issues; confirm the current position with Fines Victoria.
Can every Victorian fine go on a WDP?
No. The fine type, stage and other active applications can affect eligibility. Fines Victoria or a legal service can check the record.
How much fine debt is reduced?
Victoria uses rates linked to penalty units, which are indexed. Display a current dollar amount only when an owner has verified it for the relevant financial year.
Does WDP cover the psychologist's fee?
No. Fine-credit participation and clinical fees are separate. Any Medicare or private-health rebate also depends on ordinary eligibility rules.
